Of course they do....because of the backing of the rest of the world.
First off, the fact that Russia hasn't steamrolled Ukraine was not Putin's expected outcome. They continue to fight, they have power.
And because they have the rest of the free world arming them and imposing sanctions, they have that power too. Yeah, it's indirect, but if Ukraine convinces the rest of the world "We're ok with this agreement" (if they ever reach one), then I bet the rest of the world would support them. Or the rest of the world is part of the negotiations. Sanctions stay on until X conditions are met. And X conditions don't have to be unconditional surrender by Russia.
